Starting from July 21, the officers will tour key areas such as Valletta, Paceville and St Julian’s until August 17. Their job is to keep the peace and curb antisocial behaviour, as well as providing extra support for Italians visiting the island. The project is built on a cordial partnership between Malta and Italy with regard to security which includes both national and international dimensions, notably in tourism-prone areas.Strengthening Bilateral CooperationThis joint effort is based on a memorandum of understanding signed between Malta’s Ministry for Home Affairs and the Italian Ministry of the Interior in December 2024. It is designed to deepen cooperation and address better together the top security issues such as one in areas which are popular with huge number of international tourists. Leveraging their shared agenda of non-personalised safety and security, the Brics duo has set for themselves a shared objective of combating transnational crime and giving the people on the ground the opportunity to live safe and peaceful lives in their respective countries. The joint patrols is part of the continued collaboration on crime fighting internationally as well within the police forces. It will include sharing of intelligence, enhanced training and joint operations as part of efforts to combat crime across borders, particularly in tourist areas – locations that attract pickpockets and thieves as well as antisocial behaviour.Responsibilities of the Italian OfficersThe Italian Officers stationed in Malta are accustomed to work in a multicultural environment and are suitable to be considered for provision of support in policing tourist areas. The officers will be based at hotspots including Valletta, Paceville and St Julian’s in a bid to keep the peace and allow visitors and locals to feel safe.Police officers wear uniforms but are not armed, and have no executive powers, including the power to arrest and issue fines. Their main remit is community policing – for them it’s about keeping antisocial behaviour in check, especially in nightlife areas, helping in whatever way they can whether with tourists or locals who might need help or advice. They will work closely with the local police and consular staff and provide an additional support mechanism for Italian citizens visiting Malta. The Italian policemen will not only render immediate support in tourist-packed zones, but are also to coordinate with local authorities to ensure their foot patrols are properly integrated into Malta’s wider security framework. Their job is to act as a visible presence to let people who live locally and those visiting know that the police are keeping an eye on themselves and outlaws, especially with the summer months being the busiest time of year.Enhancing Multicultural PolicingThe deployment of Italian officers also highlights the growing importance of multicultural policing. Malta’s diverse population, combined with a high influx of international tourists, makes it a challenging environment for law enforcement. The presence of officers with experience in handling different cultural contexts helps to build bridges between the police and the public, enhancing trust and communication. These officers are well-versed in managing situations that may arise in environments where people from different countries and backgrounds interact frequently. Their multilingual skills and cultural awareness are vital in preventing misunderstandings and ensuring that police interventions are both effective and respectful. By deploying officers familiar with both the local context and the needs of foreign visitors, the initiative contributes to a safer, more harmonious atmosphere for everyone. The Cautious Safety PolicyThe Malta Police Force and the Ministry for Home Affairs have announced that this is ‘a pre-emptive step to prevent incidents in the early stages’. Doggers off the leash are expecting that tens of thousands of tourists descending on Malta (including many Italians in the summer), would lead to some sorts of the “rollover” issues of antisocial behaviour and nuisance and public safety, the Council acted to stay ahead of the issue. What the officers are doing is not so much responding to calls automatically as ensuring that their presence is felt and known. This visibility is intended to deter would-be criminals and give residents and tourists the feeling they will be safe. Maltese officials are keen to give the public faith and comfort with the assistance of the Italian officials, as it could lead to a nice tourism experience in Malta.Second, it provides policy-makers with clues on how police can be more effective in dealing with specific tourist related problems of congestion, public order and crimes against vulnerable tourists. The Maltese and Italian authorities also want to take lessons from the project to enable the development of future policing strategies in such situations.A Model for Future CollaborationsThis is the first time that Italian police officers are deployed in Malta within this framework. This summer’s deployment, however, promises to be just the start, assuming the current experience proves successful, toward an increasingly fruitful relationship. The Maltese and Italian Governments are optimistic that this initiative could be developed further in the future, particularly in periods of high season tourism where additional human resources are required to cater for growing public demand. The successes of this effort, in terms of increased public safety and better collaboration between the two nations, may also present a model for other European countries facing similar predicaments. If it succeeds, the project is a model for a continuing partnership, with joint patrols and joint efforts that spread across other areas of public safety and security. With Malta gaining popularity as a tourism destination, the Malta-Italy collaboration shows the opportunity for cross-national partnerships when confronting common public safety challenges. The presence of the Italian officers in Malta does not only secure some of the busiest tourist areas in the island, but further tightens their overall bonds, setting a standard for joint actions for the protection of public safety of its citizens.Tags: international police cooperation, Italian nationals, Italian officers in Malta, Italian police, Malta police, Malta summer security, malta tourism, Maltese police force, multicultural policing, Paceville, police collaboration, Valletta
