September 4, 2025Nepal has implemented a novel digital framework that mandates all foreign guests at the airport to complete a registration card that accounts for all movements during the stay. The framework is aimed at reinforcing security formulation, facilitating immigration, and promoting balanced and organized tourism. The system will be rollout on a phased approach starting from mid September 2023.Starting from September 17, Phase 1 will focus on foreign guests on business to the five star properties in Kathmandu. In conjunction with this new launch, an instructional how to guide has been produced to help the tourist and service industry in completing the registration and applying the system.The NepaliPort Traveller/Foreign National Tracking Module is a contemporary digital system that connects the tourist with travel agencies and service transporters while providing geo fence tracking and reporting. The system incorporates QR codes and a mobile application to enhance reporting and visitor registration, monitoring and tourism development data.On November 17 2023, Phase 2 is anticipated to instituted and will focus on servicing all star rated hotels clients and designated business jet air operators, trade tour operators, and designated trades in currency exchange. Registration will also be instituted gradually on all classes of service, private and public guesthouses and ancillary services country wide. The coordinated approach aims at widespread implementation after monitoring registration in a staggered fashion.Foreign tourists are supposed to share geo-portal information including the user’s geo-location, where the user resides, and visa status on the immigration platform. The platform has services in visa on arrival, visa extensions, visa tracking, trekking permit verification, and overstay management. Travelers must identify and select the correct service window to finish registration according to their visa class.In the account registered, the user is sent an SMS containing a verification code made up of 6 digits and a password to use to log into the account. From the verified accounts, QR codes can be generated for transport routes, accommodation bookings, and tour packages. The mobile app enables the verification of the service, and the QR codes can be scanned for the monitored services. Automated reminders to the user are sent 7 and 2 days before visit expiry.Providers can see guest arrival/departure, rest feedback, and visa management. The service enables reporting to be customized using the nationality and date visa issued, and also provides visual summary extraction for tracking which assist in identifying overstays. This allows for tracking and reporting on foreign individuals in the country.The program further achieves Nepal’s immigration record keeping obligations internationally. Visitors from India who enter by land borders and do not possess passports, but do carry identification, must also complete the process. This allows for systematic scrutiny of all foreign nationals regardless of nationality or manner of entry.The system will be implemented by the District Monitoring Committees of which there are 77, and will be supervised by local administration offices that will perform systematic oversight. All registered public bodies and private enterprises that cater to foreign nationals are obliged to register on the system and pay set fees for managed tourism.The anticipated outcome of the system is to improve the safety and security of visitors, while also enhancing management of tourism and tourism related areas. Improved communication and coordination of government authorities, service providers and real-time data, together with instant emergency response to monitored tourist activities, is facilitated by better organized communication.The tracking and registration system is the next step, in the line of advancement, that Nepal’s immigration framework and tourism has to offer. Nepal has stated that all visitors and service providers, in the country, play an active role in fostering tourism that is organized and uncontested.
