September 7, 2025Philippine President Ferdinand Marcos Jr. will embark on a three-day trip to Cambodia starting February 8. He hopes to bolster economic ties and trade while easing concerns on security matters. This will be the first visit to Cambodia by a Philippine head of state since 2016, reflecting the Philippine government’s will to strengthen bilateral ties with Phnom Penh. This trip stems from an invitation by King Norodom Sihamoni and serves as a follow-up to the visits paid to the Philippines by Hun Manet, the Prime Minister of Cambodia, earlier this year. The visit resulted in the signing of multiple agreements on trade, investment, agriculture, education, tourism, and digital technology. This will focus on the outcomes of the last visit in hopes of harvesting new growth opportunities.A primary topic may include fighting violence through collaborative measures on transnational crime and humanips and transnational crime.Recently, the exploitation of 24 Filipino citizens trapped in Cambodia raised flags for the need of an adequate response policy in human trafficking and border control. Cambodia is near the hotspot for outbound traffickers, and strengthened measures should be in place to control borders and protect travellers on departure.Experts advise that steps should be taken not only to defend citizens but also to bolster confidence and improve relations at the diplomatic level. Marcos is expected to start discussions with the leaders of Cambodia about data and information sharing with collaborative efforts to disrupt syndicates and prevent the exploitation of workers.Meanwhile Unlocking Economic Opportunity.Economic engagement is still vital. Bilateral trade between the Philippines and Cambodia still stands lower at about one hundred and ten million USD compared to the trade we have with the rest of ASEAN countries. Both governments have plans that will be able to raise it to about eight hundred million USD in the future.Analysts say that the expanding Cambodian manufacturing sector and its advantageous position in the Mekong region are advantages that the Philippine Investors should consider. On the other hand, the Philippines is able to provide services in business process outsourcing, digital services, and in electronics and agro-processing. Closer cooperation is expected in agriculture, manufacturing, logistics, and renewable energy.Raw materials such as rice, rubber, and cassava are able to support Philippine agribusiness investments in Cambodia on local processing bulk-buying investments. These partners would advance the Mekong region as a leading technological and innovative agriculture value chain and provide reliable cutting-edge techniques.Prospects for Tourism and ConnectivityAnother possible area for collaboration is tourism. Direct flight connections and cooperative marketing can help lure more Cambodian visitors to the Philippines. While currently the number of visitors from Cambodia is low, Cambodia’s increasing outward bound tourism offers opportunities in niche markets such as beach, ecotourism and language.Integrative approaches to tourism development could include cooperative training and exchange programs in hospitality management, thus increasing economic and job opportunities for both countries. With improved relations, enhanced marketing and joint promotions, tourism can help strengthen interpersonal connections and cultural exchange.Community Engagement and Business RoundtablesIn the scheduled meetings with Cambodian entrepreneurs, Marcos is expected to participate in roundtable discussions with the aim of finding diversification opportunities for trade and investment as well as expanding markets. These discussions should encourage private sector investment in the prime areas of infrastructure, energy, education, and manufacturing.Approximately 7,000 Filipinos, most of whom work in education and services, reside in Cambodia and the President will also address. These engagements show the commitment of the government in Manila to their overseas citizens and highlight the citizen networks on both sides strengthening bilateral relations.Strategic SignificanceThis visit holds a lot of importance on the strategic, economic, as well as social fronts. The expected agreements on higher education, air services, and the fight against trafficking reflect a multi-pronged approach to cooperation. Analysts consider the trip as an attempt to upgrade the existing modest trade and investment connections to a robust long-term bilateral partnership with wide-ranging advantages for both countries. The bilateral trade, tourism, and security cooperation of the Philippines and Cambodia intend to enhance the strength, integration, and competitiveness of the bilateral relationship, thus strengthening the ASEAN community.
